Are red-light cameras fair?

I feel it is a bit rude and is hard on the eyes. It makes you link pick in the photo under light right and real devil like should it be real halogen quality.

I suppose if it has to be used for the effect than you can go for it but I would say it should be passed by those being photoed before it hits, couldn't restimulate who knows what in a person.
