Military manual bans torture

"Section 5.IV.5954 Article 0.882:

You cannot torch..."

I think this one should be stripped down to purpose. What is the purpose of what you're trying to do?

Are you trying to hurt him? You're nuts, you do this for a people not a vendetta.

Are you trying to convert him? Frowned upon these days yet if you believed your cause was correct one might think that converting this person would even be doing this man some good. But it's been decided trying to convince anyone of anything a crime unless recognized by the law as a specialist of opinion setting.

Are you trying to get data? You hit a man he'll think he knows something, whether he does or not. You punish him enough he's convinced he's done something, you keep hitting him he must have done something or you wouldn't be hitting him. Maybe he doesn't know anything but he's convinced he does at this point, he tells you "everything." All lies but even he doesn't know it at this point. So the data you've gotten now is usless, are you proud he cracked?

I think you should look for PURPOSE these days. Try taking any data he gives you without any more than some insistence (can be abrasive, not utter violence) and then verify all data as true before action - he is after all the "enemy" more than likely so take his data with a grain of salt. But don't think that him going through torture makes his data any more accurate, likely more desperate and full of hate.
