Bush terror proposal met with backlash

I can imagine. If I gave a terror proposal to someone on terror they would be more than alaramed by it.

How about we put a maximum quota for terror and lessen it every year so we end up with less and less terror.

Are we trying to govern a country or convince someone of a business deal?
